Phase 1 Waterline Replacement Project 2023

The Village of Malvern’s Phase 1 Waterline Replacement Project was the first major phase of the Village’s effort to replace aging water distribution infrastructure and improve the reliability of the public water system. Approximately 6,000+ feet of aging waterline was replaced along Carrollton Street, Porter Street, and Morges Road, including various sizes of new waterline, valves, and related improvements

Ohio Department of Development

$150,000

Funding provided by the Ohio Department of Development to support the engineering and design costs associated with the Phase 1 Waterline Project, including project planning, design, and preparation for construction. 

Ohio Public Works Commission

$499,999

Funding provided through the Ohio Public Works Commission (OPWC) to support construction costs for the Village of Malvern’s Phase 1 Waterline Replacement Project. 

Ohio EPA

$367,178

Funding provided by the Ohio Environmental Protection Agency (Ohio EPA) to support the Phase 1 Waterline Replacement Project, helping fund improvements to the Village’s public water distribution system. 


Phase 1 Waterline Replacement Project 2027

The Village of Malvern’s Phase 2 Waterline Replacement Project continues the Village’s effort to replace aging water infrastructure and improve the reliability of its public water system. Phase 2 focuses on additional areas of the Village, including Grant, 2nd, Wilson, and Canton Road

Environmental Protection Agency WSRLA

Funding provided by the Ohio Environmental Protection Agency (Ohio EPA) to support the Phase 2 Waterline Replacement Project, helping fund improvements to the Village’s public water distribution system. 

U.S. Army Corps of Engineers

$1,000,000

Funding provided through the Army Corps of Engineers to support construction costs for the Village of Malvern’s Phase 2 Waterline Replacement Project. 

Ohio Public Works Commission

$499,999

Funding provided through the Ohio Public Works Commission (OPWC) to support construction costs for the Village of Malvern’s Phase 2 Waterline Replacement Project. 

Appalachian Regional Commission

$400,000

Funding provided through the ARC to support construction costs for the Village of Malvern’s Phase 2 Waterline Replacement Project.

Environmental Protection Agency WSRLA

$10,600

Funding provided by the Ohio Environmental Protection Agency (Ohio EPA) to support the Phase 2 Waterline Replacement Project, helping detect and fund replacement of Lead Service Lines


Carroll County Foundation Grants

The Carroll County Foundation grants provide local funding to support projects and programs that benefit residents and improve the quality of life throughout Carroll County. Government entities, charitable organizations, schools, and other eligible organizations may apply for funding. Grants can support a variety of educational, charitable, civic, scientific, cultural, and community improvement projects.

2020 - Garage Roof Repairs

$1,250

 Replace the existing roof on the Village Park garage with a durable steel metal roof to provide long-term protection, reduce future maintenance needs, and extend the useful life of the park facility. 

2022 - Swing Set Upgrades

$1,500

The swing set replacement project was completed to improve the safety and usability of the Village Park playground. All six swings were replaced, including new seats, chains, and hardware. The project was made possible through generous community support and funding, allowing the Village to provide a safer and improved playground experience for local children and families. 

2025 ADA Picnic Tables

$2,190

Two ADA-compliant, rubber-coated steel picnic tables were purchased and placed within the Village Park pavilions. The durable tables provide accessible seating and dining space for individuals of all abilities while offering a long-lasting, low-maintenance addition to the park. 


Other Grants

2024 - Dynergy Greenback Grant

$1,500

Grant funding was used to purchase new computers for the Mayor and Village Administrator, providing updated technology to support daily administrative operations, communication, recordkeeping, and Village business. 

2020 - OWDA Asset Management Plan

$9,965

 

Funding was used to develop an Asset Management Plan for the Village’s water system, helping identify, assess, and prioritize water infrastructure needs and future improvements.
